Libertatea has discovered how mayors in Bucharest are spending money towards the end of their term and, more importantly, who the beneficiaries of these contracts are. The Electronic Public Procurement System (SEAP) and the major contracts offered since the beginning of this year were used as references.
Most of the work and services are taken by companies with political connections that have been benefiting from billions of lei in public money for many years. The Sector 6 City Hall has not published any contract concluded this year on SEAP. However, the contracts of the institution led by Ciprian Ciucu are published on the platform with a considerable delay. Therefore, we will delve into older contracts, which have been made public since the beginning of this year.
The first two contracts are a remainder to be executed for the project «Construction of a kindergarten building within the ANL Brâncuși neighborhood in Sector 6 of Bucharest Municipality» with a total value of almost 25 million, won by Gold New Project AG SRL and Network Complex Construct SRL.
Gold New Project AG was founded in 2015, in a village in Teleorman, by Ferăstrău Dănuț. Since then, it has been involved in over 30 contracts with the state. Ferăstrău also works through the construction company Royal Building Contractors AG, with which he has several contracts with state institutions.
Network Complex Construct SRL has changed shareholders five times since it was founded in 2019. Recently, the company ended up in the hands of a young woman under 25, named Anca Gabriela Tudorache.
Two and a half years ago, the Sector 6 City Hall launched a tender for «Design and execution of repair and rehabilitation works of streets, alleys and parking lots». The value was almost 10 million and was divided into several subsequent contracts awarded to associations between Danube Total Grup SRL, Bertoni Construct, Drum Concept, Alpenside and East Water Drilings.
In Danube Total Grup, the associates are Cristian Munteanu, Nicolae Alexandru Bunea and his sons Traian Daniel and Alexandru.
The companies of the Bunea family have always been appreciated by the mayors of Bucharest. For this reason, they work through several companies with the city halls in the Capital. For example, they have contracts with the Sector 4 City Hall through the company Tera Gaz Construct.
Alexandru Bunea worked at the Bucharest City Hall, when it was led by Sorin Oprescu, as a consolidation expert in the General Directorate of Development and Investments. During this period, contracts with the state began, especially with hospitals under the care of the Bucharest City Hall. And since then he has not separated from public money, only in SEAP there are 35 contracts in which Tera Gaz Construct and about ten for Danube Total Grup also appear.
In Bertoni Construct, the sole associate is the company Laborator și Consultanță Construcți owned by Ionel Pirpiliu.
As Libertatea wrote, Ionel Pirpiliu denounced the president of CJ Prahova, Iulian Dumitrescu, to the DNA. Ionel Pirpiliu is the brother of the former PDL deputy Ștefan Pirpiliu, the owner of the company Omega Star Sistems and this one is a beneficiary of contracts with Sector 4.
The owners of Drum Concept, are old business partners with the Pirpiliu family, these being associates in several companies. Drum Concept associates are Cristian Marinel Mihai, Alexandra Ulamei and Florin Diaconu. All are linked to the case of Iulian Dumitrescu, the self-suspended first vice-president of the PNL and president of CJ Prahova.
And with Alpenside SRL we met at Sector 4, a company in which we find only Vlad Ionel Vameșu. In the past, the company was called Util Construct Plus and Util Construct Prest and was part of the companies controlled by Sorin Ovidiu Vîntu, through his trusted man Sorin Freciu.
About East Water Drilings, a company that also has contracts with the Sector 3 City Hall, you can read more. The company is owned by Vasile Sebastian Albulescu (60%) and Daniel Mihăilescu. Albulescu is close to the PSD. He was a schoolmate and associate with the Minister of Transport Sorin Grindeanu (in the company Smartnet SRL, radiated in 2010).
A much older framework contract, from 2020, but from which the Sector 6 City Hall still pays, was designed for «preparation of technical-economic documents for increasing the energy efficiency of 1,020 blocks of flats». The value of the contract was almost 40 million lei, money divided by two companies that are already known from sectors 3 and 4.
Concrete & Design Solutions has been winning contracts with the city halls of sectors 3 and 4 for some time. The company has three shareholders: Alexandru Bogdan Fulga, Mihnea George Crihan and Diana-Ionela Tudor and has designed several buildings in sector 4. Among them, the new buildings of the South Market (inaugurated in 2020) and the Cloud Market.
In the portfolio, it also has a project that the press has written a lot about, made together with the company Yardman SRL: the gabarit limiter at the entrance to the Uniri passage in the Capital and which, on December 23, 202, hooked by a bus full of Greek tourists, killed a person and another 24 were injured in the hospital.
Euro Building Idea is a company preferred by the city halls of sectors 3, 4, 5 and 6 in Bucharest and from Craiova, Buzău or Târgoviște, by the Ministry of Education and the National Investment Company. However, one of the largest contracts was received from the Sector 4 City Hall, during Cristian Popescu Piedone’s term as mayor. For feasibility studies and consulting services, Piedone paid from public money approximately 7.6 million euros.
The commercial company was founded in 203, by Claudia Liliana Croitoru, former deputy director of the National Housing Agency (ANL) and former project manager at the National Company of Highways and National Roads. In 208, the DNA sent her to trial for irregularities with European funds. After four years she was sentenced to three years suspended.
The company is also mentioned in the corruption case handled by the DNA against the former mayor of sector 1, Andrei Chiliman.
In the meantime, Claudia Croitoru has transferred the company to her daughter, Andra Sorina Croitoru (become, after marriage, Niculae).
Over time, Claudia Liliana had several family names: Georgescu, Croitoru, and now she is called Popescu. Under this name, she now shares fifty-fifty Euro Building Idea with her daughter.
For design and technical assistance services regarding the «Extension of the separate waste collection system», Sector 6 allocated almost 30 million.
The winner was the association of companies SOPSA ECO Inovation (company from Portugal, one of the largest companies offering sustainable waste management solutions), Rotary Construcți Mentenanță, Netgren Solutions and Bedamiro Holding Parcari Construct.
Rotary Construcți Mentenanță, presented and, is the businessman Mihai Leonard Rotaru, a well-known supporter of the PSD. The loan of 45.0 lei that he gave to the PSD in 2021 is notorious.
In fact, Rotaru Mihai Leonard was one of the main sponsors of Gabriela Firea in the previous local elections.
And Daniela Rotaru, the businessman’s wife, got along well with the PSD, which she loaned, in 2020, also with 45.0 lei.
Mihai Leonard Rotaru has several businesses, but in the company South East Expedition SRL he is associated with Miron Mitrea and his son, Vlad. Dealing with transport, South East Expedition SRL shot, right in the year of foundation – 202, a contract on the route Vicșani (from the border with Ukraine) – Port Constanța, with rolling stock allocated by CFR Marfă.
Rotaru is a shareholder in dozens of companies and also has an offshore company in Seychelles.
