A significant infrastructure project in Romania has collapsed. The project, which was crucial for a top area, was the Metropolitan-Napoca tender, which has been cancelled, according to the Pro Infrastructure Association.
On April 9, we asked for a conclusion. This came today: the cancellation of the tender after 5 months in which the city hall hatched the only offer submitted by the Sibiu-based CON-A and Bistrita-based Dimex in November 2023.
It is unbelievable how the Cluj administration, led by Mayor Emil Boc, is struggling to «implement» this project: a feasibility study managed since 2017 that was supposed to be ready in 12 months but lasted 4 years, at the first tender started in February 2023 no one participated and it was cancelled in May, and at the second one they needed 5 months to disqualify the only offer, although they could do it in 3-4 weeks. Maybe the third time’s the charm, says the Pro Infrastructure Association.
Alexandra Oană, a local councilor in the Cluj City Hall, accuses Mayor Emil Boc of failure. The tender for the metropolitan belt, again, CANCELLED! When I first brought up the subject of metropolitan belts in the Local Council meetings, the mayor told me that we are some snowdrops. And that, of course, Cătălin Drulă is to blame for not having a belt in Cluj.
Yesterday, Mr. Boc cancelled the tender for the belt for the second time! Without offering any explanation, probably hoping that the news will pass under the radar before Holy Week. I remind you that, after waiting 6 years for the completion of the feasibility study for the belt, at the first tender in 2023 none of the interested builders submitted an offer.
At the second tender, launched in November last year, only one builder showed up, and the City Hall has been waiting until now to reach the same result: tender cancelled. In short, any chance to circulate on the belt before 2030 has just been pulverized! says Alexandra Oană, on her Facebook page.
The Cluj City Hall or Emil Boc have not commented on the case until the publication of this news.
Local councilors from the municipality of Cluj-Napoca approved, on April 5, 2024, the update of the costs for the realization of the metropolitan belt from Cluj-Napoca. Therefore, the value of the investment increases from 1.6 to 1.7 billion euros.
