A significant infrastructure project in Romania has fallen through, according to the Pro Infrastructure Association. The bid for the Metropolitan-Napoca was cancelled, marking a significant setback for the region.
On April 9, a resolution was requested. Today, the bid was cancelled after five months in which the city hall alone hatched the only offer submitted by CON-A from Sibiu and Dimex from Bistrita in November 2023.
The way the Cluj administration, led by Mayor Emil Boc, struggles to «implement» this project is unbelievable: a feasibility study managed since 2017 that was supposed to be ready in 12 months but took 4 years, the first bid started in February 2023 had no participants and was cancelled in May, and the second one took 5 months to disqualify the only offer, although they could have done it in 3-4 weeks. Maybe the third time’s the charm, says the Pro Infrastructure Association.
Alexandra Oană, a local councilor in Cluj City Hall, accuses Mayor Emil Boc of failure. The bid for the metropolitan belt, again, CANCELLED! When I first brought up the subject of metropolitan belts in Local Council meetings, the mayor told me we were snowdrops. And that, of course, Cătălin Drulă is to blame for not having a belt in Cluj.
Yesterday, Mr. Boc cancelled the belt bid for the second time! Without offering any explanation, probably hoping the news will fly under the radar before Holy Week. I remind you that, after waiting 6 years for the completion of the feasibility study for the belt, at the first bid in 2023 none of the builders interested in the project submitted an offer.
At the second bid, launched in November last year, only one builder showed up, and the City Hall has been waiting until now to reach the same result: bid cancelled. In short, any chance of driving on the belt before 2030 has just been pulverized! says Alexandra Oană, on her Facebook page.
The Cluj City Hall or Emil Boc have not commented on the case until the publication of this news.
